Ryan Garvey is a third-generation UA welder who has spent 24 years in the trade and 18 years as a member of UA Local 290.
A graduate of Kennewick High School in 1996, Ryan went on to earn an Associate of Arts from Columbia Basin College in 1998 and a Bachelor of Arts from Western Washington University in 2001.
Ryan holds a Class 5 Boiler License and is a Certified Welding Inspector (CWI). He also maintains current UA welding certifications, including UA-15 and UA-67.
But Ryan’s commitment to Local 290 goes beyond his work in the trade.
He has served five years on the Examining Board and currently serves on the Executive Board. Ryan has also represented Local 290 as a delegate to the UA Convention in 2021 and 2026 and spent four years serving on the Oregon State Boiler Board.
Through his years in the trade and his service to Local 290, Ryan has gained experience both in the field and in the responsibilities of representing the membership.
“I want to help Joe build a Local 290 that's focused on the work that matters: growing our membership, fighting for our members in Salem, and putting our resources to work for the people who fund them.”
Ryan knows every strong union will have differences. He’s standing with Team Joe to keep the focus where it belongs: on the members and the work that matters to them.
“More members means more bargaining power and more union work.”
Ryan believes organizing needs to be a top priority for Local 290. He wants to help grow the membership, expand the union’s presence in the market, and win back market share from non-union contractors.
A stronger membership means more bargaining power and more opportunities to put Local 290 members to work.
State policy shapes the jobs Local 290 members do, the wages they earn, and the safety standards that protect them.
Ryan wants Local 290 to be front and center in the fight for project labor agreements, apprenticeship funding, and prevailing wage protections.
He believes the union needs to be engaged where decisions are being made and make sure the interests of Local 290 members have a voice.
Every dollar should come back to members through better training, stronger benefits, and real support.
Ryan wants Local 290 to put its resources to work for the people who fund them and push for spending that matters to members.
He also believes members deserve transparency about where the money goes and a clear understanding of how their union resources are being used.
“I want to bring a focus back to collaboratively solving business issues instead of infighting and petty personality differences.”
Ryan believes disagreements are inevitable in any organization, but they shouldn't stop Local 290 from addressing the issues that matter to members.
He wants to see Local 290 move beyond internal conflicts and focus its energy on solving problems, working together, and building a stronger future for the membership.
When he’s not working or serving Local 290, Ryan enjoys spending time outdoors and with his family.
His hobbies include turkey hunting, archery, golf, skiing, and smoking brisket.
Ryan is also a proud father of two boys.
“I’m committed to returning the focus to union business issues.”
